In order to fully implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, deeply implement Xi Jinping's ecological civilization thought and General Secretary Xi Jinping's important speech on Jiangsu work, conscientiously implement the Implementation Opinions of the Provincial Party Committee and Provincial Government on comprehensively promoting the construction of a beautiful Jiangsu, further optimize environmental impact assessment and pollutant discharge permit management, and support high-quality economic development with high-quality ecological environment, the following measures are formulated.

1、 Building a new development pattern for services

1. Improve the ecological environment zoning and control system covering the entire area. Develop the Implementation Plan for Ecological Environment Zoning and Control in Jiangsu Province, refine the requirements for ecological environment zoning and control management, implement differentiated and precise zoning and control, scientifically guide various development, construction, and protection activities, and serve the implementation of major development strategies. Build an ecological environment intelligent management platform based on ecological environment zoning control, promote the linkage of ecological environment zoning control, planning and environmental impact assessment, project environmental impact assessment, pollutant discharge permit, environmental law enforcement, ecological environment protection inspection, etc., and provide decision-making support for industrial layout, project site selection, environmental access, etc.

2. Strengthen the leading role of environmental impact assessment in industrial park planning. Promote the optimization of industrial layout and structure in the park, improve environmental infrastructure support, and strengthen environmental risk prevention and control. Comprehensively deepen the linkage reform between planning environmental impact assessment and project environmental impact assessment, expand the pilot scope to all industrial parks in the province that have passed the planning environmental impact assessment review, and submit the list of pilot parks to the Ministry of Ecology and Environment for filing after being reviewed by the provincial department. For renovation and expansion projects that meet the requirements of planning and environmental impact assessment, do not add new pollution emissions, do not add new land use, and require the preparation of an environmental impact assessment form, the notification commitment system approval can be implemented. The planned environmental impact assessment may not be carried out for the industrial clusters identified in the special plan for industrial development in the the Taihu Lake Lake basin that has completed the review of the planned environmental impact assessment.

3. Strengthen guidance services for regional coordinated development. Implement the strategy of main functional zones, connect national spatial planning and use control, promote the continuous optimization of national spatial pattern, intensive and efficient utilization of national spatial space in key functional zones, and continuous improvement of ecological environment quality. Strengthen the environmental impact assessment guidance for the industrial chain docking project between the North and South parks, and promote the orderly transfer of traditional industries.

4. Guide the green and low-carbon development of industries. Build world-class parks and enterprises with world-class ecological environment standards. Conduct green and low-carbon advanced technology evaluations for key industries such as industrial parks at or above the city level, coal power, petrochemical, chemical, steel, non-ferrous metal smelting, building materials, electroplating, printing and dyeing, and papermaking construction projects. For industrial parks and industrial chain projects that meet the progressiveness conditions, provide guidance services for the whole process of environmental assessment, and guarantee the total amount of pollutant emissions for projects whose products, technologies and emissions performance reach the international leading level in the industry.

2、 Support high-level technological self-reliance and self-improvement

5. Support the construction of industrial technology innovation centers. Support the construction of industrial science and technology innovation centers in industrial parks at or above the provincial level, and provide support for total pollutant discharge quotas from provincial reserves. For major scientific and technological infrastructure, national technology innovation centers, national and provincial key laboratories, national and provincial manufacturing innovation centers, and other construction projects that do not involve ecologically sensitive areas, toxic and harmful substances and radiation emissions, or neighborhood avoidance issues, they can be constructed first and obtain environmental impact assessment approval before being put into operation. For Suzhou Laboratory, Zijinshan Laboratory, the Taihu Lake Lake Laboratory and Zhongshan Laboratory projects, we will provide ecological environment guidance services and environmental elements guarantee throughout the process.

6. Support the construction of high-precision and cutting-edge new projects. For key core technology equipment research and development related to high-end chips, industrial mother machines, basic software and hardware, basic materials, biomanufacturing, and other aspects, as well as industrial foundation reconstruction, and projects that solve bottleneck problems such as the first set, first batch, and first version, with limited environmental impact and controllable environmental risks after pre assessment, they can be constructed first and obtain environmental impact assessment approval before the project is put into operation. Support the construction and development of comprehensive bonded zone lithography machine and industrial mother machine maintenance projects; Support the China (Jiangsu) Pilot Free Trade Zone in developing an environmental access list and implementing the "license separation" reform in the field of ecological environment. Entrust Suzhou Industrial Park to approve the environmental impact assessment of strategic emerging industries such as biomedicine and integrated circuits that involve nitrogen and phosphorus emissions in the Suzhou area.

7. Support technological innovation in the field of ecological environment. Accelerate the construction of scientific research platforms in the field of ecological environment, and carry out research and development of key core technologies and equipment for pollution prevention and control, such as high salt wastewater treatment and new pollutant treatment. Strive to establish major ecological and environmental research facilities and major scientific and technological projects in Jiangsu. Establish a provincial-level ecological environment technology innovation achievement transformation service platform, and promote the docking and transformation of key achievements.

3、 Promote the strengthening, supplementation, and extension of industrial chains

8. Promote the revitalization of traditional industries. Accelerate the high-level clean production transformation of traditional industries such as chemical, textile printing and dyeing, steel and non-ferrous metals, papermaking, electroplating, etc., and include enterprises with leading clean production levels in the same industry in the list of emergency control, production suspension and exemption. For equipment updates and replacement projects of clean materials, without adding new pollution emissions, there is no need to reapply for environmental impact assessment approval procedures and they will be included in the management of pollutant discharge permits. The chemical projects in the chemical industry park, which play an important role in building the industrial chain, support the project implementation on the premise of meeting the safety and environmental protection progressiveness standards. Support the improvement of the printing and dyeing and electroplating industries in the the Taihu Lake Lake basin. For the printing and dyeing reconstruction project and the existing electroplating enterprise technology transformation project, on the premise that the unit product pollution discharge, resource utilization efficiency and cleaner production level reach the international leading level in the industry, the park can be entered in accordance with the principle of "first establish before destroy".

9. Promote the growth of emerging industries. Develop new quality productive forces according to local conditions, formulate a "one group, one policy" ecological environment service guide for strategic emerging industry clusters, and guide the implementation and construction of strategic emerging industry projects. For construction projects that comply with national policies and environmental impact assessment requirements for industrial park planning, such as smart grids, smart manufacturing equipment, new pharmaceuticals, new energy vehicles, cloud computing, big data, and low altitude economy, and require the preparation of environmental impact assessment forms, the notification commitment system approval can be implemented. Support the green development of biomedicine and integrated industrial circuit, keep the production facilities and pollution prevention facilities unchanged, only the biological drug manufacturing, integrated circuit and its R&D pilot projects with changes in raw materials and products, which are confirmed by the corresponding approval department not to add pollutants (the the Taihu Lake Lake flow area should meet the requirements of the the Taihu Lake Lake Water Pollution Prevention and Control Regulations of Jiangsu Province on nitrogen and phosphorus pollutant reduction), do not need to re apply for environmental assessment, and are included in the emission permit management. For the same type of biopharmaceutical and integrated circuit research and development projects in the same industrial park, or multiple construction projects of the same construction entity, environmental impact assessment "bundling" approval and pollutant discharge permit "bundling" processing can be implemented to support the unified design, construction, and operation management of environmental protection facilities.

10. Promote the cultivation of future industries. Supporting platform carriers such as Future Industry Research Institutes and Future Industry Science and Technology Parks, as well as the construction of future industry pilot zones in Nanjing and Suzhou, we will establish files and cards for future industry projects such as third-generation semiconductors, hydrogen energy, new energy storage, quantum, life and health, synthetic biology, general intelligence, cutting-edge new materials, zero carbon and negative carbon, commercial aerospace, etc. We will provide ecological environment guidance services throughout the entire process from experimental research, pilot testing to production. Environmental impact assessments can be approved through a commitment based system.

11. Promote the rectification and upgrading of county and township industrial agglomeration areas. Support county-level and township parks to take planning and environmental impact assessment as the guide, integrate environmental elements and resources, and implement rectification and improvement. Carry out a pilot program of "regional assessment+environmental standards", implement regional environmental impact and enterprise environmental impact assessments in industrial agglomeration areas, clarify requirements for industrial layout and scale, regional pollutant emission limits, clean production, environmental risk prevention and control, etc. In the case of meeting regional environmental quality standards, enterprises with stable pollutant emissions and advanced technology can be included in the management of pollutant discharge permits to solve historical legacy problems. Promote the renovation and upgrading of a number of characteristic industrial clusters, including Jiangyin Printing and Dyeing, Donghai Stone Yingsha, Suqian Wood Processing, Jiangyan Casting, Dainan Stainless Steel, and Tongzhou Pioneer Printing and Dyeing.

12. Promote the high-quality development of small and medium-sized enterprises. For construction projects located in the same administrative region (industrial park) that should prepare environmental impact assessment forms, such as textile and clothing industry, wood processing and wood, bamboo, rattan, palm, grass products industry, furniture manufacturing industry, cultural and educational, industrial and aesthetic, sports and entertainment products manufacturing industry, plastic products industry, general equipment manufacturing industry, special equipment manufacturing industry, instrument and meter manufacturing industry, metal products, machinery and equipment maintenance industry, as well as infrastructure projects such as graded highways, urban roads, sewage treatment facilities, etc., similar project environmental impact assessment "bundling" approval can be carried out. Support the construction of "Green Island" projects such as centralized spraying, centralized collection and storage of hazardous waste, and centralized treatment of industrial wastewater to reduce pollution control costs for small and medium-sized enterprises.

13. Promote the modernization of agriculture. Support the high-quality development of modern agricultural industrial parks and provincial-level agricultural product processing concentration zones, and provide full process policy consultation and environmental impact assessment technical guidance services for agricultural construction projects such as agricultural and sideline product processing, key field agricultural machinery and equipment manufacturing, rural domestic sewage collection and treatment, comprehensive utilization of livestock and poultry manure, and grain drying centers. The report form project can implement a commitment based approval system.

4、 Optimize ecological environment government services

14. Optimize environmental impact assessment approval services. Establish four ledgers for major projects in national, local, foreign-funded, and key industries, implement environmental impact assessment inventory management, establish service information cards one by one, and implement mechanisms such as early intervention guidance, work team services, and green channel guarantees. For major projects at or above the provincial level, commitment based approval can be implemented on the premise that local governments promise to fulfill the source of total pollutant discharge quotas and improve regional environmental quality.

15. Optimize in-process and post event supervision. Establish a sound linkage mechanism between environmental impact assessment, pollutant discharge permit and law enforcement supervision, and incorporate environmental impact assessment and pollutant discharge permit into the daily law enforcement supervision of "double random, one public". Promote off-site law enforcement, adopt big data, online monitoring, satellite remote sensing, drones and other methods to improve the accuracy of supervision. Establish an environmental credit repair mechanism, guide enterprises to improve internal control mechanisms, and carry out credit repair.

16. Optimize government service channels. Establish a list of coordinated matters for local governments, management departments, and enterprises, with dedicated personnel responsible for promoting problem-solving and achieving a "responsive" approach. Establish a sound consultation mechanism between departments and cities, promote activities such as "Enterprise Environmental Protection Reception Day" and "Green Bridge", and facilitate communication channels directly to enterprises and grassroots levels, providing policy and technical support for enterprises and parks. Deepen government service measures in the field of ecological environment, such as "one-stop service", "intra provincial service", and "inter provincial service", improve the level of convenience, and continuously optimize the business environment.

17. Optimize the management of total pollutant emissions. Accelerate the improvement of the entire process control system for the total emissions of major pollutants, and explore and improve the relevant accounting methods for total emissions control. For high-quality projects that cannot balance the total amount of pollutant emissions at the municipal level and major projects at or above the provincial level, on the basis of meeting the requirements for improving regional environmental quality, the total amount of atmospheric pollutant emissions within the province and the total amount of water pollutant emissions within the same basin can be coordinated and allocated. For construction projects with annual emissions of less than 0.1 tons of sulfur dioxide, nitrogen oxides, particulate matter, chemical oxygen demand, volatile organic pollutants, etc., and annual emissions of less than 0.01 tons of ammonia nitrogen and total phosphorus, with local emission quota reserves, they can be supplied on an annual basis.

18. Optimize environmental impact assessment and reform measures for pollutant discharge permit system. Carry out the integration of environmental impact assessment and pollutant discharge permit approval. For enterprises that simplify the management of pollutant discharge permits, they can voluntarily apply for environmental impact assessment and pollutant discharge permit procedures simultaneously before the construction project starts, achieving synchronous acceptance, review, completion, and verification of effectiveness. Simplify the content and change management procedures of enterprise pollutant discharge permits to reduce the burden on enterprises. Carry out a pilot project for the management of "one permit" for industrial park pollution discharge permits, and optimize the dynamic and efficient allocation of total pollution discharge indicators.
